one sample t-test VS Wilcoxon signed rank test after Kologomorov-Smirnov test on data

I have a question regarding the application of the Wilcoxon signed-rank test.
Assume that I have a data set of these titration results in mL:
24.97; 25.02; 25.03; 25.07; 25.11; 25.13; 25.45; 25.70
I want to know if there is a significant difference compared to the certified value which is 24,50mL.

Now I first use the Kologomorov Smirnov test to see if the data is normal distributed. After calculations has been done in Excel these are the results:
D observed: 0,335 and D critical: 0,288. This means D obs > D crit so the data is not normal distributed.
That means I can't apply the one sample t-test and I have to apply the Wilcoxon signed-rank test.

Is my strategy correct?
